Air Transport Project Preparatory Consultant, Transport Project Preparatory Facility (ADB Grant No. 0227-NEP (SF))

Transport Project Preparatory Facility Project aims to enhance transport connectivity through improved efficiency in air transport. The project comprises detail design of the air transport project and capacity development support for the preparation and implementation of PPP projects in air transport sector. The scope of consulting services was to review and update current master plan (2010-2028) of TIA; to carry out detail engineering design of airside and landslide infrastructures for ultimate development plan (2028) and preparation of bidding documents for procurement of works and equipment; and to assist CAAN to undertake public-private partnership project in the air transport sector. The details of design scope include (i) airside infrastructure comprising relocation of existing Nepal Army and Nepal Airlines hangars, improvement of runway strip, new parallel taxiway section, new international apron (Phase II, capacity 6 wide body aircrafts with aero bridge and 2 stands for VVIP), new remote aircraft parking apron including link taxiways, new helipad, parallel taxiway extension to runway end 02, access road (including via duct) to link between Runway and VOR/DME area; (ii) landside infrastructures comprising of (a) new international terminal building, conversion of existing international terminal to domestic terminal, hangars, VVIP, relocation of Nepal Army establishments, expansion of cargo terminal; (b) water supply improvement, new sewage treatment plant, fuel hydrant system; (iii) secondary power augmentation including 11 new sub-stations; (iv) CNS/ATM equipment; (iv) priority CNS/ATM facilities; (v) dedicated surface transportation for TIA. The scope of services also included PPP (identification of PPP project, capacity development support to CAAN for PPP project).

The project included design of various buildings:

• Architectural, structural, MEP design of (i) new International Terminal Building, 3 levels, floor area 103,160 m2,  capacity 7 MPax; (ii) Nepal Airlines Hangar, floor area 10,606 m2 ; (iii) Nepal Army Hangar, floor area 9,076 m2 and (iv) new VVIP Building, floor area 800 m2
• Architectural, mechanical and electrical design for conversion of existing international terminal building (22,000 m2) to domestic terminal building
• Architectural, structural, electrical and sanitary design of 42 types, total 108 buildings, aggregate floor area 75,120 m2 for relocation of Nepal Army Establishments to east side of the airport
• Architectural, structural and electrical design of expansion of Cargo Terminal (2,145 m2).

Detail Design and Construction Supervision, Air Transport Capacity Enhancement Project (ADB Loan No 2581-NEP (SF) & Grant No. 0181-NEP (SF)

The project will enhance safety and capacity at Tribhuvan International Airport (TIA) and three remote domestic airports-Lukla, Rara and Simikot. TIA's airfield side infrastructure will be reconfigured and upgraded to international safety standards including provision or construction of (i) about 1,400 meters (m) of new main taxiways and link taxiways, (ii) 300 meters of runway extension and construction of runway end safety area, (iii) new international apron (about 80,000 m2), (v) an uninterrupted power supply system for essential airfield and security area lights, (vi) CNS and ATM equipment, and (vii) upgrading of rescue and firefighting system. TIA's terminal infrastructure will be reconfigured and expanded. Basic safety improvements at the three remote domestic airports include a visual approach guidance system (VAGS) and abbreviated precision approach path indicator (APAPI) at Lukla airport, and runway threshold identification and runway end lights, CNS/ATM and MET equipment at Simikot and Rara airports. The project cost is about US$ 92 M.  

The consulting services consisted of detail engineering design, procurement of works and equipment, project management assistance and construction supervision/administration of contracts divided into two packages-ICB 01: Airside and Landside Terminal Improvement at TIA, Rara and Simikot Airports (US$ 61 million) and ICB-02: Supply and Installation of CNS/ATM Equipment at TIA and Lukla Airport (US$ 4.5 M). The construction supervision of ICB-02 (value €2,335,440.95 and NRs.57, 389,260.28) was completed in March 16, 2014 and its DLP on September 7, 2015. The construction supervision of ICB-01 was ended in December, 2016.

Also carried out Design and Preparation of Bid Documents for re-bidding of ICB-01 Works (except A04 works) divided into 3 NCB packages (i.e. NCB-01: Runway Extension and Associated Works; NCB-02: Expansion and Reconfiguration of International Terminal Building and Associated Work; NCB-03:Utility Works   based on ADB's Standard Bidding Documents, Small Works, Single-Stage, Two- Envelope Bidding Procedure and provided assistance to Employer (for clarification to bidder's queries, bids opening) during procurement of works.

The scope of work included following buildings:

• Architectural, structural, MEP design and construction supervision for (i) expansion and reconfiguration of international terminal building (departure gate 2000 m2, arrival bus station 240 m2, additional baggage claim 1200 m2, reconfiguration of departure area, check-in counters, immigrations, security check and passenger lounge);
• Architectural, structural, MEP design of new Domestic Terminal Building (10,000 m2);
• Architectural, structural and electrical design and construction supervision of Power Stations (P-1 expansion, P-2 relocation, generator house and pump house of water supply.

Development and Implementation of Additional Infrastructures of Tribhuvan International Airport as per TIA Master Plan 2015 (Design and Construction Supervision)

The Project was to develop additional infrastructures as per TIA Master Plan 2015 to enhance operational capacity of TIA. The consulting assignment was divided into two phases. Phase I: Design Phase for design of additional infrastructures comprising (i) expansion of international aircraft parking apron (Phase II)-13,000 sqm with rigid pavement for additional parking stands of medium and long haul jet aircraft; (ii) strengthening and expansion of domestic aircraft apron (this will be part of future international apron for Category E improvement) comprising 183,000 sqm site development; construction of apron, exit taxiways, parallel taxiways, equipment yard (total 48,000 sqm asphalt concrete and 74,000 sqm rigid pavement) and associated services; (iii) aircraft maintenance base, hangar area and exit taxiways – 58,000 sqm for separate international and domestic aircraft hangars, two exit taxiways, apron and pre-hangar areas (total paved area – 23400 sqm asphalt concrete and 31,700 sqm rigid) and associated services; and (iv) temporary domestic terminal building and associated service roads, car and motorcycle parking as per TIA Master Plan 2015. The cost estimate of 4 packages of additional infrastructures was about US$ 28 million. Phase II: Construction Phase comprised of construction supervision of overlay of runway and taxiways; and first phase expansion of international apron – divided into two contract packages. The cost construction packages were US$ 4.5 million.

Details of building work design included:

• Architectural, structural, MEP design of temporary terminal building (floor area 8,300 m2). Abundance of natural ventilation and light was emphasized in design  

Domestic Airports Upgrading Components, STIDP [Loan No 1451 NEP (SF)]

CAAN undertook upgrading of six domestic airports-Biratnagar, Lukla, Pokhara, Bharatpur, Jomsom and Jumla airports under ADB funded Second Tourism Infrastructure Development Project (STIDP). GEOCE as lead consultant provided services for design, preparation of bid documents and construction supervision and advisory support to airport upgrading works at Biratnagar, Lukla, Jomsom and Jumla airports. The design of upgrading works at Biratnagar airport included rehabilitation and strengthening of runway, taxiway and apron pavements (total about 66,000 sqm) with asphalt concrete, improvement of runway strips, drainage and water supply. Similarly, design of upgrading works at other three airports (Lukla, Jomsom and Jumla) included master planning; design of geometry improvement, surface improvement to bituminous standard with frost - resistant asphalt concrete pavement for runways, taxiway and apron (total about 60,000 sqm), drainage improvement, river training and new terminal buildings and control towers at Lukla and Jomsom airports. The consultant provided full construction supervision of upgrading works at Biratnagar airport and advisory support to Civil Aviation Authority of Nepal in the implementation of above upgrading works at Lukla, Jomsom and Jumla airports. Total construction cost of upgrading works of Biratnagar, Lukla, Jomsom and Jumla airports was about NRs 452 million. GEOCE also carried out the preparation of Project Completion Reports for all six airports including Pokhara and Bharatpur airports. The design and construction of frost - resistant asphalt concrete pavement was carried out for the first time in Nepal through this project.

The scope of work included design of following buildings:

• Architectural, structural, electrical and sanitary design of new terminal building (floor area 1,020 m2) and control tower (floor area 256 m2) at Lukla Airport
• Architectural, structural, electrical and sanitary design of new terminal building with control tower (floor area 1,500 m2) at Jomsom Airport
